Fair Act Inventory

The Federal Activities Inventory Reform (FAIR) Act of 1998, P.L. 105-270, and Office of Management and Budget (OMB) Circular A-76 – Competitive Sourcing, require agencies to prepare inventories of the commercial and inherently governmental activities performed by their federal employees.

USTR’s inventory is prepared annually by the Office of Human Capital and Services and depicts USTR’s workforce by functions performed by USTR employees into Inherently Governmental (activities that can only be performed by a Federal employee) and Commercial (activities that can be performed by Federal or contract employees) categories along with the location of Full-Time Equivalents (FTEs) performing them.  2017 represents the last year in which USTR published an annual inventory.  Past USTR inventories are provided below.
